Government of Japan Social Media Policy

1.Overview
- The official social media accounts (hereinafter referred to as "the Accounts") of the Government of Japan are managed by the Public Relations Office, Cabinet Office (hereinafter referred to as “the Office”).
- The Accounts are intended to disseminate a wide range of information about Japan, from key policies of the Government of Japan to aspects of daily life and culture.

3. Comments Policy
(1) Responding to comments
In principle, the Accounts do not respond to replies or other forms of engagement from users.
(2) Deleting comments
The Office reserves the right to exercise its copyright over the Accounts, and for that purpose, to use the Accounts’ functions, to hide (in part or in full), delete or decline to display comments that are deemed to fall under any of the following conditions, without prior notice to users:
- Comments that violate, or may potentially violate laws or other regulations;
- Comments that violate public order or good morals;
- Comments that promote criminal acts;
- Comments that slander, defame, or damage the reputation or credibility of particular individuals, companies, organizations, or other entities;
- Comments that infringe on privacy, such as the disclosure or leakage of personal information without the consent of the individual concerned;
- Comments that breach third-party rights, including patents, design rights, copyrights, trademarks, and rights of publicity;
- Comments intended for commercial purposes;
- Comments that contain false information or information that significantly deviates from established facts;
- Comments that violate the terms of service of the relevant platform;
- Comments intended to harass or cause disruption to the Office;
- Comments that contain abusive, obscene, indecent, or offensive language, hate speech or links to websites with such content;
- Comments intended to redirect viewers to other websites or external sources without confirming their intent;
- Identical or similar comments posted repeatedly by the same user.
(3) Blocking users
The Office also reserves the right to block users who post comments that fall under the categories listed above. Users who violate this Policy may be blocked permanently.
4.Intellectual property rights
Intellectual property rights to photographs, illustrations, audio, video, text, and other content posted on the Accounts belong to the Office or the respective rights holders.
Users are permitted to use platform functions such as "Like" and "Share" in connection with posts on the Accounts. When reusing content for purposes other than those provided by social media functions, reproduction with attribution(source) is possible on condition that the user complies with this operation policy and (1) to (4) below. However, this does not apply if there is a note such as "All Rights Reserved".
(1) Source Citation
① The user must cite the source when using the Content. Sources should be cited in the following manner:

② If you have edited the Content for use, you must include a statement expressing that the content has been edited, in addition to the abovementioned source citation, but not any way that making public or using edited information in a format that may be misconstrued as having been created by the Government of Japan (or its ministries and/or agencies).

- Created by editing JapanGov Official Facebook "XXX(Title of the relevant page)" (URL of the relevant page)
- Created by Company YY based on JapanGov Official YouTube (URL of the relevant page) etc.
Note: Be sure to include the URL.
(2) No infringement of third party rights
① In some cases, a third party (refers to a party other than the state. Hereinafter referred to as "Third Party") may hold copyrights or other rights to a part of the Content. For Content where a Third Party holds copyrights or other rights (e.g. portrait rights in a photograph, publicity rights etc.), it is the responsibility of the user to obtain consent for use from the Third Party unless there is explicit indication that the rights have already been cleared.
② If a Third Party holds rights to a part of the Content, said fact may be directly or indirectly stated or indicated through source citations, but in some cases the part of the Content to which the Third Party holds the rights may not be clear or may not be explicitly stated. It is the responsibility of the user to confirm the rights pertaining to use of the Content.
③ Even if a Third Party holds copyrights to the Content, some use of the Content, such as quoting, may be allowed without the consent of the copyright holder, under the Copyright Act of Japan.
(3) Content where use is restricted by specific laws and ordinances
Use of some Content may be restricted by specific laws and ordinances.
(4) Content where the Terms of Use does not reply
The Terms of Use herein does not apply to the following Content.
- Symbol mark, Logo, and Character Design which represent the organization or specific project.
- Content that explicitly states the application of different terms of use, along with a clear explanation of specific and reasonable grounds.
5.Disclaimer
- While every effort has been made to ensure the accuracy of the information posted on the Accounts, the Office shall not be liable for any acts performed by users using the information on the Accounts.
- The Office shall not be liable for any troubles or disputes arising in connection with the Accounts, whether between users or between users and third parties.
- Copyright and other intellectual property rights related to comments and other user-generated content shall remain with the respective users. However, by providing such content to the Accounts through comments or other forms of engagement, users are deemed to have granted the Office a non-exclusive, royalty-free, worldwide license to use the content and to have agreed not to exercise any copyright or other related rights against the Office.
- The Office shall not be held liable for any other damages resulting from or in connection with the Accounts.
6.Modification of the Social Media Policy
This Policy may be revised at any time, without prior notice.
